Mission Details

JOB DIMENSIONS
•    Responsible to developing training program for Emergency Response Team member as part of emergency preparedness for possible scenarios.
•    To assist on performing the overall Health, Safety, Environment, Security (HSES) objectives, performance, programs, audits, training, emergency drill and other activities internally and externally.
•    Assist to ensure the plant reporting policy implementation for any high potential issue, major event, incident, program etc.
•    Approval and endorsement of safety control measures as per work permit system to avoid fire, explosion and fatal accident.
•    Has the authority to perform the operational responsibilities in the absence of the HSE Manager jobs within the respective Delegations of Authority (DOA).
ACTIVITIES
•    Promoting HSE awareness among employees by organizing health and safety programs. 
•    Involve in Process Safety program, audit, assessment, corrective action and improvement. 
•    Coordinate risk assessments for operational activities and projects of various departments within the company.
•    Coordinate and monitored Open Ended Line (OEL) and Walk The Line (WTL) program.
•    To review the chemical health risk assessment for new chemical before being used in the lab or plant. 
•    Assist to coordinate Incident Investigation and Root Cause Analyses for required events such as Major Process Safety Events (PSE), Potentially Serious Injuries or Fatalities (PSIF), Recordable Injuries, Notices of Violation and High Potential events (HiPo).
•    Support any audit (AIMS, IMS, Transportation, ECA, AsCare and etc.)
•    To maintain effective PPE management system for the company. Review PPE matrix periodically or when necessary
•    To coordinate HSE related training to support the knowledge, skill and requirements of employees and company. To coordinate and manage Emergency Response Team activities.
•    To coordinate and do the analysis for Cross Awareness Reduce Event (CARE) programs.
•    To coordinate and manage the Management of Change (MOC) programs.
•    To monitor domestic waste management
•    To assist on data entry into plant KPI, ATLAS with integrity to reflect actual performance of the site.
•    Coordinate and monitoring HSE matters instructed by corporate
•    Involve in PHA, ORA and ERA assessment and implementation.
•    To assist on departmental monthly report and updating Plant KPIs scorecard on time.
•    Assist to follow up all HSE findings (audit / walkabout / inspection).
•    Take reasonable care for health and safety of himself and of other persons, to cooperate with superior, to wear or use personal protective equipment provided as appropriate and to comply health and safety instruction as stipulated under Section 24 OSHA 1994 and undertake the following loss control responsibilities;
1.    Identify the potential hazards, gains and the possible improvement
2.    Report the HSEQ near-misses, unsafe acts, and unsafe conditions to superior
3.    Report the HSEQ incident, accidents to superior
4.    Compliant with the policies, legal regulations, Arkema requirements, rules and procedures of one's sector applying to HSEQ.

Required Profile

•    Bachelor’s Degree / Diploma in Chemical Engineering, Occupational Safety & Health, Environmental Science, or equivalent with Green Book and at least 3 - 5 years of working experience in HSE field preferably in chemical / petrochemical industry. 
•    Knowledge and experience in CIMAH, ERT
•    Familiar with risk assessment (HIRARC, JSA), incident investigation, emergency response, and permit-to-work system
•    Good understanding of chemical handling, and hazardous material management
•    Strong communication skills to engage with shopfloor workers up to management
•    Ability to conduct HSE training, toolbox talks, and audits
•    Good interpersonal communication skill. 
•    Knowledge of ISO 9001, ISO 14001 and ISO 45001 Management Systems. 
•    Good understanding of Act pertaining to occupational health and safety and environmental management. 
•    Advantage to have more than one competency under DOSH, DOE (i.e.SHO, AGTES, CEPSWAM,CEPIETSO,etc). 
•    Advantage to have a knowledge in Process Safety. 
•    Good command of English and Malay languages.
