Arkema Inc. is actively recruiting for a Reliability Engineering and Projects Manager to support our Houston facility. At Arkema, Position reports directly to the Houston Plant Manager.  Manages five direct reports including the TAR & CAPEX Superintendent, Reliability Engineer, IE & Process Controls Specialist, MI Lead Inspector, and Reliability Maintenance & Projects Support Admin. This position works closely with the Houston Plant Leadership Team, the CFME and other Arkema support resources in continuously improving plant reliability and overall performance (effectiveness and efficiency).

 

Provides plant with authoritative source of knowledge and leadership for all reliability efforts and capital projects (including turnarounds).  Develops and manages capital budgets and 5 years capital plan effectively.  Works efficiently and effectively in a team environment as well as independently.  Gives direction to the Reliability + Project Engineers and promotes continuous improvement.  Ensures consistent drive towards excellence and best in class practices for both reliability programs and capital projects.  Responsible for complying with all AIMS HESQ policies & practices including ISO-9001, ISO-45001 and RCMS.

 

Essential Duties & Responsibilities:

 

Engineering & Reliability:

  • Drives continuous reliability improvement efforts including but not limited to mechanical integrity, maintenance operational excellence (MOE), equipment criticality (VIS), equipment failure modes analyses (FMEA), control systems and automation, and predictive monitoring programs.
  • Manages plant asset life cycles.
  • Supports root cause analysis for asset failures in the plant leading to unplanned events and/or downtime.
  • Provides necessary field support for Operations.
  • Develops annual goals and 5-year strategies to improve plant reliability.
  • Develops, monitors, and tracks reliability KPIs.

 

Capital Planning & Projects:

  • Works closely with the TAR & CAPEX Superintendent to execute successful turnarounds.  Ensures plant turnarounds preparation, execution and cost control while following Arkema recognized best practices. 
  • Implements CAPEX projects with direct project management or through supporting the TAR & CAPEX Superintendent and project managers. Ensuring quality job scopes, AGATE projects, project schedules, vendor packages and budgets are developed for all capital projects. Also ensuring the PSM, RMP and Management of Change requirements are completed for all capital projects.

 

Health, Environment and Safety:

  • Takes leadership role in plant safety processes to drive HESQ improvement through BBS observations, AIMS inspections, incident analyses, and process hazard analyses.  Follow and ensure compliance with Houston Leadership expectations such as reporting any incident in a timely manner.
  • Works closely with HES teams for executing and continuously improving Incident investigations, MOCs, PSI and other PSM/Environmental elements as required.

 

Administrative:

  • Develops skills of direct reports by providing both group and individual training.
  • Manages contract engineering workload
  • Serves as Document Owner for Engineering & Reliability controlled documents.

 

Required Education/Qualifications/Work experience

 

  • B.S. in Engineering discipline from an accredited College/University required. Preference to Mechanical or Electrical Engineering discipline.
  • 10-15 years of refinery and/or chemical plant manufacturing experience.
  • Extensive knowledge in sound engineering and technology practices.
  • Excellent verbal and written communications skills to communicate with plant workforce, Arkema’s technical organization, business leaders, and third party service providers. 
  • Highly motivated team player able to work at a fast pace.
  • Previous experience managing direct/indirect reports will be a plus. 
  • Excellent judgment and problem analysis skills are required as well as tolerance for stress. 
  • Ability to technically understand and troubleshoot all types of equipment in a chemical manufacturing environment in order support reliable operations. 
  • Desire to develop, train, and coach direct/indirect reports.
  • Proficient computer skills, competent with software programs including SAP, Microsoft, PowerBI, etc.
  • Strong knowledge and background in project management.
