Strategic Procurement Manager, Bulk Transportation

 

SITUATION IN ORGANIZATION 
This position reports to the Director, Logistics, NA.
Reporting to this position will be an Analyst and Specialist.

JOB DIMENSIONS 
•    Key team member of centralized Corporate Logistics Purchasing organization that supports the Arkema Group. 
•    Manager assigned to Bulk Truck, Rail, Barge & Equipment within North America.
•    Collaborate with Supply Chain, Manufacturing, HES, and other groups across the enterprise to qualify suppliers and establish budgetary guidelines for BUs.
•    Facilitate the strategic sourcing process for the appointed transportation spend categories to include market and industry analysis, supplier research and review, category and supplier segmentation, sourcing events, analysis, negotiations, contracting and implementation
•    Directly supports key BUs with transportation optimization and operational support as needed

 

KEY ACTIVITIES AND RESPONSIBILITIES 

Strategic Sourcing (40%)
•    Negotiate contracts and amendments with approved suppliers that are in alignment with Arkema legal and risk management standards
•    Learn to work with 3rd party tools to add value to RFQ/RFP programs.
•    Monitor industry and regulatory developments to assure utilization of optimum supplier selections and mitigate negative impacts.
•    Analyze market trends and develop strategic sourcing activities that support the logistics plans for each business unit and plant and achieve savings targets.
•    Work with Director, Logistics to manage supplier relationships, hold regular supplier review meetings, administer vendor metrics, and direct operational efficiencies where needed.
•    With the support of the Director, Logistics, lead cross-functional teams to obtain consensus for the strategy and successful operational implementation plans.
•    Learn to establish and execute purchasing programs that balance safety and HES compliance with cost and service levels
•    Create analytical models and SAP reports to document and validate supplier savings achieved from RFQs and special cost reduction projects.
•    Qualify new transportation carriers as business needs dictate, ensuring compliance with the carrier qualification policies

Logistics Safety (20%)
•    Help drive actions necessary to achieve in-transit Safety goals with suppliers.
•    With the support of the Director Logistics, develop processes and procedures for the Logistics Non-Conformance program, a corporate database that tracks all supplier delivery incidents and customer complaints.
•    Create trend reports that drive performance improvements for all modes of transportation.

Logistics Processes and Continuous Improvement (20%)
•    Establish regular check-ins with internal business unit Supply Chain partners to assess progress of safety and savings initiatives.
•    Develop, align and drive strategic projects to improve procurement processes, tools, and efficiencies

Analytics (20%)
•    Drive analysis of financial and operational performance data (e.g. modeling, predictive analytics) to identify key insights and opportunities to improve the end-to-end transportation network (e.g. carrier strategy, mode allocation, port mixture, transportation flows, etc.)
•    Work with TMS/P44/PowerBI systems

 

CONTEXT AND ENVIRONMENT 
•    Supports the site HES policy and complies with all regulatory and internal requirements
•    Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
•    Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents

 

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE 
•    Bachelor’s degree in Logistics, Supply Chain Management, or Business is required; MBA degree preferred
•    Minimum 7 years related experience
•    Transportation procurement experience preferred
•    In depth knowledge of business analytics
•    Significant track record of savings achieved through innovative procurement programs and tactics
•    TMS experience is preferred
•    Experience in sourcing methodology
•   Supervisory experience preferred
