The Senior Manager, Regional Category Management has indirect goods and services purchasing responsibilities for all U.S. based Arkema Inc. sites (30+), including the planning and execution of procurement strategies for engineering, equipment and construction services on small capital projects (<$2M). The Senior Manager is additionally responsible to lead, develop, and retain a professional staff of consisting of 3-5 full time employees.

 

This position reports to the Director, Strategic and Regional Procurement and is based out of Radnor, PA.

 

KEY ACTIVITIES:

 

Site Specific and Regional Sourcing Strategies for Operating Expenditures (OPEX) (30%)

  • Lead the Regional Managers to drive strategic and tactical solutions by providing decision support data/materials (market data, financial analysis) with a vision of total cost management
  • Oversee and ensure implementation of negotiations with identified suppliers for contract completion and key performance requirements. Negotiate value-driven contracts with identified suppliers, and complete the validation of supplier savings for the execution of regional OPEX sourcing strategies for existing and newly identified categories in order to meet or exceed targeted savings goals..
  • Provide Purchasing leadership for assigned plants, regions. National and strategic category management includes initiatives with total cost > than a million USD, and ongoing Gulf maintenance and Turnarounds (~20 million annually).

 

Site Specific and Regional Sourcing Strategies for Capital Expenditures (CAPEX) (30%)

  • Manage the Regional Managers ensuring efficient use of available resources to maximize level of indirect procurement support provided on small capital projects including quality of performance, issue resolution, and scheduling of contractor services to satisfy project schedule requirements.
  • In collaboration with Business Units, plants, Strategic and Engineering & Technology teams compile cross business capital requirements for all capital projects, determine spend leveraging opportunities, and to arrange procurement resources to support project requirements.
  • Document and validate supplier savings, mitigating costs, rebates, value incentives and other savings programs.
  • Drive Regional team early engagement to ensure 85% or greater GASP capex coverage for small mid size capex projects

 

Collaborative Actions (30%)

  • In collaboration with key stakeholders, project sponsors and the Law Department, negotiate OPEX and CAPEX contracts with selected suppliers, including optimizing commercial terms, and compliance with purchasing policies and procedures, ethical practices and adherence to relevant laws and regulations.
  • Meet regularly with Business level and plant level management to provide  shared reporting, drive key projects for Opex and Capex initiatives and receive feedback on Group effectiveness
  • Manage multiple suppliers for long-term relationships and continuous value add (competitiveness)
  • Provide mentoring and guidance to team to ensure talent development and retention.
  • Execute supplier cost improvement programs and report savings and other metrics, consistent with department, objectives and category strategies, as part of ongoing supplier relationship management
  • Participate as a member of national and global cross functional teams to assist in development of local requirements, purchasing strategies, and implementation of the strategies for OPEX and CAPEX projects.
  • Analyze and execute (after analysis of market, customer requirements, pricing, category etc.) strategy for delegated categories and specific local buys.
  • Lead and implement process improvement projects in order to implement world-class purchasing practices and technology including e-sourcing, on-line auctions etc.
  • Ensure compliance with purchasing policies and procedures, ethical practices and adherence to relevant laws and regulations. 

 

Team Management (10%)

  • Manage Regional Purchasing Team, ensuring efficient use of available resources to maximize level of regional purchasing support provided.  This includes ensuring quality of performance, execution of sourcing strategies, , expediting delivery of equipment and scheduling of contractor services to satisfy project schedule requirements. 
  • Provides mentoring and guidance to Regional Purchasing team to ensure Talent Development and retention. 

 

 

REQUIRED QUALIFICATIONS:

  • BS in Engineering, Business Management or Technical Field required.  MBA preferred.
  • Minimum of 3 years supervisory/managerial experience with progressive leadership experience delivering year over year improvements (remote personnel management preferred)
  • Minimum of 10 years experience in goods and services Procurement and capital strategies, preferably in an industrial environment
  • Significant track record of savings achieved through innovative procurement programs and tactics
  • Excellent communication skills, verbal and written, and the ability to communicate effectively throughout several levels of the organization and with suppliers
  • Strong negotiation and contract skills, strong Supplier Management Skills.
  • Must be able to adapt to changing priorities, illustrate conflict resolution abilities and support high stakeholder service level satisfaction
