Assistant APOC Logistics Procurement Manager Job

Mission Details
- Ensures Procurement activities on APoC perimeter:
- Maritime tender
- Leads the tender for APoC process:
- Collects & assesses baseline data
- Submits the tender to carriers in cooperation with Global team
- Participates to the selection strategy and negotiation tactics
- Analyzes offers and creates allocation scenarios
- Leads the negotiations throughout the different rounds, either face to face or remotely
- Awards business to selected carriers
- Ensures awards are properly and timely entered into the information systems
- Prepares executive level reporting & communication
- Leads the tender for APoC process:
- Road, rail, air transportation and equipment rental
- Ensures pro-active sourcing, through identification of potential partners in APoC countries
- Manages end-to-end procurement process (from sourcing to contract finalization, including compliance audit, SLA definition and rates negotiation), either through tender or on spot basis, on perimeter assigned by management
- Warehousing activities (including storage, pick & pack, repacking and tolling activities)
- Supports BUs to find best partners able to provide service in respect of compliance guidelines and budget
- Supports BUs in the rates’ negotiation and contract definition
- Coordinates with BUs, BPO and iTeam integration in information systems
- Maritime tender
- Monitors safety performance of APoC region
- Coordinates with BUs Logistics and HSEQ teams the strict application of P-HS11 and more generally all procedures and recommendation related to warehouse safety compliance
- Ensures timely report of any transportation incident & participates to Root Cause Analysis and Action Plan definition
- Launches or participates to audits of Arkema Logistics Partners
- Ensures operational support
- Supports BUs in finding alternative solutions to any situation jeopardizing safety and / or performance
- Monitors the APoC logistics performance in terms of service and costs, coordinates corrective actions
- Supports BUs in case of claims and disputes with Logistics Service Partners, even if not
- Contributes to APoC logistics community animation
- Shares standards, good practices, safety information, Retex, KPI and market highlights
- Contributes to maturity assessment and improvement plan definition
- Identifies & proposes continuous improvement and cost optimization actions to BUs
- Other activities
- Leads or contributes to improvement / transformation projects as an expert in his domain
- Ensures the timely and accurate update of data in information systems (OTM, SAP, etc)
- Coaches and manages APoC Logistics Procurement Specialist
Required Profile

Minimum eight years Supply Chain and Business related experience

Expertise in Logistics (mainly sea freight but also domestic, chartering, warehousing…) in the chemical industry, including dangerous goods

English fluent is mandatory, Chinese is a plus

Knowledge of process improvement methodologies (six sigma, lean …) is a plus
