Job Title: Project Engineer

Situation in organization

This position is in the Reliability Department and reports directly to the Maintenance & Reliability Manager

Job dimensions

The Project Engineer will interface with the appropriate Arkema and contractor resources at the Clear Lake site to manage capital project activities in a safe, responsible, and environmentally sound manner, which is in compliance with all regulatory requirements. 

Key Activities and responsibilities

Major responsibilities for the Project Engineer include but are not limited to the following:

  • Ensure the technical integrity of the project, including compliance with the project scope, job specification, accepted good engineering design, and meeting client requirements.  (15%)
  • Manages assigned plant capital project activity.  Projects range from $50k to $3MM with annual budget of $18-20MM.  (15%)
  • Provide plant with authoritative source of knowledge and leadership for capital projects. Hold monthly capital project meetings to forecast annual spend with actual vs budget.  (10%)
  • Ensures projects are constructed according to specifications, budget, and schedule. Provide oversight and direction to contractors with an average headcount of 10-60 onsite with an emphasis on safety.  (10%)
  • Coordinates activities of all project team members and groups. Schedule design reviews, MOC’s, and PSSR’s (10%)
  • Prepares bid packages and cost estimates for projects.  On average, 30-50 projects per year.  Requires working knowledge of accounting best practices to include RFQ development, contract reviews, purchase requisition generation, goods receipt and service entries in SAP, and working directly with A/P to resolve any invoice discrepancies.  (10%)
  • Reviews and approves designs and specifications including working knowledge of ASME B31.3, Section VIII, and API 650. (10%)
  • Assists in the development and maintains the 1 and 5 year capital portfolio (10%)

Other Duties as Assigned: (10%)

  • Manages engineering contractors as projects require. 
  • For project related equipment, ensures that all engineering documentation is accurate and up to date.
    • Update equipment records and maintain accurate SAP Bill of Materials.
    • Maintain equipment records and update drawings as necessary.
  • HSEQ responsibilities include but are not restricted to the following:
    • Ensure capital projects are designed and installed in compliance with all applicable Codes and Standards.
    • Perform Management of Change (MOC) for capital projects.
    • Compliance to Clear Lake Plant Leadership Expectations.
Context and environment
  • This position is located at the Clear Lake site with less than 5% travel
  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.

Required Education/Qualifications /Work experience

  • B.S. degree in Engineering, Mechanical Engineer is preferred from an ABET accredited university.
  • Minimum of 3 years of project engineering/project management experience.
  • Demonstrated knowledge and understanding of unit operations and familiarity with all major engineering disciplines.
  • Developed skills in technical writing, oral communication, cost estimation, preparation of drawings, project planning, supervision of personnel, and computers (spreadsheets, word processing, CAD).
  • Familiar with a stage gate project process to manage capital project activities.
  • Experience in managing contractor relationships.
    • Ability to influence without formal authority.
  • Knowledge of Microsoft Office and SAP.
