Title: Technical Manager (Engineering and Maintenance)

 

Situation in organization

 

This position reports to the Plant Manager. Direct reports include maintenance supervisor, reliability engineer, project engineer, process engineer, and developing engineer. Indirect reports include 3 maintenance mechanics and 4 E&I mechanics.

 

Job dimensions

 

Responsible for all engineering, maintenance & reliability functions at the site including mechanical, electrical, instrument, and infrastructure repair utilizing maintenance department resources and contract services when necessary.  Provide engineering management for the Memphis Plant, including direct supervision of associated subordinates and liaison with off-site resources.  Provide capital and manufacturing cost accounting and analysis as appropriate within areas of competence

 

This position is responsible for cost controls, budgets, forecasts, project work managed by the facility, and plant reliability for long-term production optimization while continuously reducing cost through improved equipment operation, maintenance and upgrades.

 

Key Activities and responsibilities

 

Technical (60%):

  • Track, analyze, and forecast capital expenditures and project progression; manage fixed assets of the plant
  • Coordinate preparation and consistency of Appropriation Requests for projects led by Plant Personnel.
  • Champion Management of Change (MOC) element for PSM/AIMS.  Ensure design documentation requirements for process safety information are met
  • Responsible for knowing and applying all industry, corporate and plant engineering standards to existing and new equipment
  • Utilize Maintenance Work Systems and OAU data to develop reliability and maintenance cost improvement plans
  • Support the modification of operating procedures as needed to improve reliability
  • Perform cost, ROI, etc. analyses as needed for information and decisions by business leadership.
  • Responsible for the preventive maintenance programs for equipment
  • Responsible for the predictive maintenance programs for equipment
  • Administer/liaison for Site Services Agreement with Chemours.  Interface with byproduct CO2 customer NEXAIR/Air Liquide

 

Management (40%):

  • Manage administrative needs (performance appraisals, coaching/development, HR assistance, etc.) for engineers, as well as organization and maintenance of related procedures, software, documentation etc.  Liaison with Central Engineering and contract engineering firms as needed.
  • Coordinate timely accounting of inventories, consumptions, and production in accordance with corporate standards. 
  • Lead development of budgeting and five-year planning.
  • Maintain surveillance of relevant new manufacturing technology
  • Provide technical leadership for the plant Mechanics and E&I trades
  • Provide training for the operation of new equipment
  • Collaborate with process engineers to minimize equipment damage from operations
  • Lead projects to replace, upgrade or expand equipment
  • Participate in project teams used to replace, upgrade or expand plant operations
  • Responsible for leading the root-cause investigation for significant, repetitive, or potentially hazardous mechanical equipment failures
  • The Technical Manager is accountable for directing Plant Engineering Process
  • Developing and maintaining the Annual Maintenance Budget
  • Coordinating Plant Shutdowns with production

 

Context and environment

 

  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents
  • The job requires the ability to move easily through a chemical process requiring use of stairs, ladders, and personal protective equipment.

 

Required Education/Qualifications /Work experience

 

  • BS degree in Mechanical or Electrical Engineering or equivalent with an additional 8+ years of related industrial experience.
