Senior Product Regulatory Specialist

 

SITUATION IN ORGANIZATION

Reports to Product Regulatory Manager

 

JOB DIMENSIONS

  • This position must provide these services in the most cost effective means possible to meet key business objectives and maintain compliance with regional chemical inventory registrations.
  • Provides in-depth regulatory, technical and program guidance and expertise to Arkema Inc., Bostik, Inc. and other US affiliate business units, operating locations, staff groups and company facilities regarding HES and product safety regulatory matters for TSCA and other chemical product inventory registrations.
  • Identifies, develops and implements comprehensive strategies for meeting current, potential, or newly modified regional product regulations and regional product stewardship initiatives.

 

KEY ACTIVITIES AND RESPONSIBILITIES

  • Provide sound technical solutions for regional chemical inventory compliance issues by maintaining a thorough and working knowledge of related regulations, and adapting to changes in the regulatory environment, specific international, national and state requirements, or unclear or inconsistent interpretations by governmental agencies. Timely and appropriately respond to product chemical inventory compliance inquiries from customers, users, and agencies, and others regarding the BU products. (25%)
  • Prepare new product registrations for Americas region, e.g. TSCA PMN/LVE/Polymer Exemptions, and Canadian DSL/NDSL notifications. Coordinate TSCA 8c and 8e reviews (60%)
  • Support Product Regulatory Manager in efforts to effectively advocate the Company’s product safety and product stewardship positions with trade associations, government agencies and non-governmental organizations. (5%)
  • As directed, conduct training for BU research and development, commercial and manufacturing personnel, and customers on product safety and regulatory affairs issues related to the BU products’ chemical inventory compliance. (5%)
  • Perform all other duties as specified by supervisor. (5%)

 

CONTEXT AND ENVIRONMENT

  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Based Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents
  • Ensuring that the Company’s products comply with product safety and regulatory affairs requirements is challenging and complex. Compliance with product safety regulations can be difficult since such regulations often differ from state to state and from country to country. If product safety and regulatory compliance issues are not managed appropriately, the Company can be exposed to excessive expenditures and/or legal liability or be unable to sell its products. To achieve these goals, this position must be able to implement practical technical and strategic approaches that are dynamic and integrated with sound business management principles, fiscal responsibility, risk management techniques, and communications procedures.
  • Domestic travel – 15-20%

 

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE

  • Bachelor’s degree in Chemistry, Toxicology or related science with a minimum of 5+ years of progressively responsible experience in a product safety and or regulatory environment in chemical or petrochemical industry required. 10 + years’ experience preferred. Or MS degree with 3+ years of experience in chemical or petrochemical industry required. 5+ years’ experience preferred.
  • A knowledge of relevant Americas federal and state laws and regulations governing product registrations, including TSCA, Canada DSL/NDSL, etc. as well as knowledge of product risk management is essential.
  • Strong chemistry background, including significant experience with polymer chemistry is required.
  • Direct negotiating experience with government agencies, including US EPA preferred. Trade association experience desirable.
  • Experience with EPA TSCA PMN modelling tools desirable.
  • Capable of conducting formal training sessions within, and outside the company.
  • Strong project management skills and ability to coordinate teams.
  • Current proficiency in standard office software (i.e., word processing, spreadsheet, database, and presentation packages), as well as, the ability to learn specialized applications such as the WERCS, SAP, NCI/STN, LOLI and ARIEL required.

  • Must have good interpersonal and written and oral communication skills, and capable of interacting with diverse groups at all technical levels such as customer service, plant personnel, R&D, customers, technical consultants, contractors, etc.
  • Ability to accomplish assignments, goals, objectives and projects in an accurate and timely manner with minimal supervision.
