This position reports to the Director of Engineering and Construction and provides Project Controls Services on a specific project or program of projects, including leadership for Estimating, Scheduling, and Cost Control from early project phases (scoping studies to basic design) and throughout the project execution.
Direct manager of contracted resources for cost, estimate and scheduling.

 

Key Activities & Responsibilities:

40% Develop Estimates, Schedules and Cost Reports for Major Projects in the Americas
• Must have a comprehensive understanding of estimating practices for all major disciplines (process, mechanical, piping, electrical, instrumentation and controls, and civil/structural) in the chemical industry. Provide project estimates at appropriate quality and definition from Conceptual Phase through Execution phase of a project.
• Works closely with Project Managers/Engineers to establish project specific controls. Assists in the review and analysis of project changes and costs during design, construction, and start up phases of project. Assist Project Manager/Engineer in determining correctness of change orders. Recommend corrective actions to minimize cost or schedule impact.
• Develop project schedules at appropriate quality and definition from Conceptual Phase through Execution phase of a project.


40% Perform Corporate Validations of Major Projects in the Americas
• Must possess a thorough understanding of project cost and schedule metrics in order to review and develop validation reports for major projects across the Americas.
• Evaluate contractor deliverables to anticipate issues and recommend corrective action plans.
• Evaluate contractor bids to compare against internal and external metrics and make recommendation on competitiveness.
• Must possess a comprehensive understanding of different contract strategies and how they impact estimating, scheduling and project controls.


20% Contractor Management, Global Collaboration and Continuous Improvement Activities
• Actively involved in internal and industry organizations and maintain a strong professional network.
• Collect and dissect internal and industrial benchmarks to utilize for project evaluations and continuous improvement.
• Manage contracted project controls staff including performance feedback and timesheet approval.

 

Context and Environment

• Office environment located at the King of Prussia site. Up to 50% travel required.
• Must maintain safety as a core value.
• Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.).
• Must possess a strong commitment to safety both personally and in project execution.

 

Required Education/Qualification/Work Experience

• Bachelor’s degree in Engineering or related technical discipline.
• Minimum of ten (10) years of experience in project controls, cost estimating, or project engineering.
• Thorough understanding of project management and project execution strategies.
• Working knowledge of Aspen Capital Cost Estimator (ACCE) and Primavera P6 is preferred.
• Working knowledge of SAP is preferred.
• Accounting and sales and use tax experience is desirable.
