Director, Industrial Safety & KOP HESS

 

Situation in organization

Reports to Vice President, Manufacturing & Regulatory Affairs.

 

Job dimensions

Lead the short and long-term Process Safety, Health and Safety strategies of Arkema Americas. Establish standards and compliance levels for these functions by providing coaching and expertise to the leaders and teams in their operating environments. Provide effective leadership, support and guidance to clients of continuous improvement.

  • Direct a corporate staff of 15 individuals including mostly highly skilled technical personnel such as engineers, safety professionals, and industrial hygienists with 5 to 20+ years’ experience. In addition, 30 dotted line safety manager reports at the Americas facilities. The corporate staff supports all Arkema Inc. Americas process safety and occupational safety & health requirements. In addition, the staff provides HES support to the King of Prussia, PA site (R&D, pilot plant & corporate headquarters). An organization chart is attached.
  • Manage an annual budget for the Industrial Safety and KOP HESS groups of $3.4M. 
  • Provide guidance, assistance, and support to process technology/construction regarding process safety and occupational safety & health matters for capital projects over $500K.

 

Key Activities and responsibilities

  • Create goals, strategies, objectives and key performance indicators for process safety and occupational safety & health that will support the achievement of both long and short-term corporate goals and business objectives of the company. This includes support to drive the process safety, occupational safety and health results for Arkema in the Americas to Zero, with progress made towards that goal on a yearly basis. (15%)
  • Develop options, formulate solutions and execute plans and projects to solve highly complex process safety and occupational safety & health issues in a sustainable, sound, safe and cost-effective manner. Coordinate implementation of global industrial safety regulations and corporate initiatives as they impact Arkema Americas. This includes administering the industrial safety review of all capital projects over $500K and of capital projects less than $500K as requested by business unit head or manufacturing director. (20%)
  • Lead the development and implementation of corporate process safety and occupational safety & health policies and procedures to not only ensure Arkema Inc.’s consistent compliance with federal, state, and local safety requirements, but also to develop Arkema Inc. into a leader in industrial safety matters. This includes participation in the planning and development of a global safety strategy and objectives by working in partnership with colleagues in France. (15%)
  • Lead the development and implementation of appropriate process safety and occupational safety & health training programs for the company’s corporate and manufacturing personnel. (10%)
  • Direct, train, motivate, and lead a productive and technically competent team of professionals responsible for process safety and occupational safety & health and compliance activities company-wide. (10%)
  • Counsel and advise all levels of management in the areas of process safety and occupational safety & health. Maintain a thorough knowledge of emerging process safety and occupational safety & health issues, innovative technologies and technical expertise providers to ensure that the projects are cost effective and dynamic. (10%)
  • Lead the King of Prussia, PA site HES team in implementation of effective, sustainable Loss Control Programs, including Environmental, Occupational Safety and Health, Industrial Hygiene, and Process Safety at the site.  (10%)
  • Lead industrial safety due diligence and integration activities for acquisitions and identify resources required to achieve Arkema Inc.’s standards. (5%)
  • Manage Industrial Safety and KOP HESS budget and administration. (5%)

 

Context and environment

The environment of the job is one of change and complexity since there are increasingly complicated and varying compliance requirements under the various country (US, Canada, Mexico, Latin America), federal (EPA – RMP, OSHA PSM), state, and local laws, based on initiatives and rulemaking undertaken by the agencies and court actions. Further, industrial safety, issues must often address concerns of numerous internal and external stakeholders with diverse interests, including differing country and state regulatory agencies, public interest groups, customers, business units, and operating facilities. If industrial safety issues are not managed appropriately, the Company can be exposed to significant expenditures and/or legal liability or be unable to operate its facilities or manufacture or sell its products. These constantly changing and more stringent requirements require close coordination with the all businesses, sites and the manufacturing committee to insure appropriate resources and priorities are provided to achieve our long-term safety objectives.

In addition, Arkema Inc. is looking to move beyond compliance into a high performing organization that is a leader in the areas of safety, requiring a common culture and new levels of innovation and problem solving activities. These activities include modern safety management, behavior-based safety, leadership and development of our site managers, and risk management.

 

Required Education/Qualifications /Work experience

This is an upper middle management position in the company that requires strong leadership, organizational, communication and interpersonal skills. 

  • Minimum of 15-20 years’ experience in the industrial safety professions with training in law, chemistry, chemical engineering, or an equivalent education. Ten (10) or more years of that experience in the chemical industry would be desirable.
  • Strong background in problem solving, negotiations and project management is required.
  • Must be a strategic thinker with strong analytical and decision-making capabilities with an ability to function effectively in high-pressure situations.
  • A detailed working knowledge of relevant federal and state laws and regulations governing industrial safety such as EPA RMP and OSHA as well as knowledge of behavior based principles is essential.
  • Must have the ability to identify and fully understand the potential industrial safety liabilities associated with acquisitions and divestitures, and must be able to quantify the potential risks.

  • Excellent interpersonal, listening, communication and negotiating skills. Ability to communicate effectively with all levels of management within the Company.
  • Must have the ability to interact with, challenge and influence decision making with diverse groups at all technical levels such as regulatory agencies, other industries, community groups, technical consultants and contractors, engineers, attorneys, customers, etc. 
  • Ability to concurrently lead and/or manage multiple complex projects in a fast paced and complex environment.
  • Detail oriented, with excellent prioritization and follow-up.
  • Self-directed with strong analytical and problem solving skills.
  • Ability to effectively navigate and work within in a global and culturally diverse environment.
  • Effective leadership capable of managing and developing subject matter experts
  • Must be able to motivate and manage (or coordinate) teams from different cultures, countries, or hierarchies
