JOB DIMENSIONS

Responsible for the safe, reliable, and efficient operation and maintenance of the St. Charles facility in order to achieve business objectives and meet regulatory requirements. Has responsibility and accountability for administrative leadership for operations and maintenance departments. Provides leadership and coaching to operations and maintenance personnel; ensures the plant meets inventory requirements; operates within budget based upon forecasted plant volume demand; meets customer expectations through continual improvement in product and process quality and helps develop personnel to meet/exceed expectations and prepare for career advancement.
This position reports to the St Charles Plant Manager and is a key member of SCO plant staff. Supervises (leads) all Arkema SCO site operations and maintenance hourly employees and three day support resources (Maintenance Coordinator, Day Activity Coordinator & Day Auxiliary Operator). Has a direct interaction with the site management team that includes production, logistics, engineering, maintenance, quality, HES and HR.

Essential Duties & Responsibilities 
Site Safety and Environmental Leadership – 15%
• Ensures compliance of regulatory, plant safety, and environmental requirements with special emphasis on AIMS compliance within the Operations and Maintenance groups.
• Participates fully in plant safety initiatives and programs including Behavioral Based Safety (BBS) program.
• Ensures that all incidents are reported and appropriately investigated and corrective actions implemented.
• Ensures that all department members follow required HES training, standards, policies and procedures.
• Demonstrates commitment to HES through high visibility and engagement.
Department Staff Management – 45%
• Supervises (leads) all Arkema SCO site operations and maintenance hourly employees and three (3) day support resources (Maintenance Coordinator, Day Activity Coordinator & Day Auxiliary Operator).
• Serve as a coach and mentor to department personnel.
• Motivate workforce through visibility and direct contact to ensure maximum safety and productivity.
• Counsel on performance as appropriate.
• Direct and lead the members of the Operations & Maintenance groups to ensure the safe and efficient operation and maintenance of the plant and meet customer deliveries.
• Works closely with Shift Team Leads to develop leadership skills to enhance overall team performance.
• Identify skills development and training needs to maintain highly competent workforce.
• Complete the requirements of the Performance Management Process for direct reports.
• Encourage all team members to develop and utilize an employee development plan and to maintain information relative to their career goals.
• Ensure implementation and ongoing effectiveness of work processes, operating discipline, management systems, enabling technologies, and roles.
• Create an environment that fosters team and individual empowerment. Ensure effective and sustained organizational culture for empowerment.
• Support the effective implementation and management of all elements of SMART throughout the Operations and Maintenance departments.
Production Support Activities – 20%
• Coordinates resources to meet short and long term production forecast through participation with Business Team, ensuring goals and commitments are met safely and within budget.
• Participate in monthly and weekly meetings with Supply Chain and Sales to determine plant production requirements as well as the impact of any changes in the 12 month forecast.
• Coordinate Production with planned and unplanned maintenance activities and production turnarounds.
• Prepare weekly and monthly reports to meet plant and Business requirements.
• Drive continuous improvement in our processes.
• Supports site OAU/OEE tracking and improvement efforts and serves as backup
Strategic Activities – 15%
• Leads site Dashboard development and management efforts.
• Support compliance activities relative to the Plant Mechanical Integrity Program
• Manage change process to implement a culture of world-class reliability expectations.
• Establish, coordinate and monitor department specific People Systems Operating Discipline and processes (Performance feedback, Reward and Recognition, Compensation process, Employee Development, Hiring Process, job postings, new employee integration, conflict resolution).
• Support the implementation of reliability improvement activities by following the recommendations of our Improvement & Reliability Engineer for the St Charles plant to drive improved asset utilization and maintenance cost reduction as well as providing input for projects related to Six Sigma and other improvement activities.
• Inputs into the development and monitors/maintains plant maintenance and operations budgets
Other Activities – 5%
• Participates in community outreach or Corporate Social Responsibility programs.
• Builds cross-functional understanding and support of SMART and serves as the site SMART Champion.
• Engagement and support of site OPEX project execution.
• Serve as a backup to Plant Manager as required. Act as media contact as required.

Minimum Qualifications and Education Required
Min Years of Experience
• Minimum 7 years’ experience in a Manufacturing Industry or Environment
• Minimum 3 year’s supervisory experience, leading multiple teams.
• Process Safety Experience (PHA, LOPA, Safety Instrumented Systems)
• Root Cause Investigation facilitation experience
• Solid understanding of both technical and financial impacts of process-related decisions.
• Demonstrated personnel management and organizational skills, ability to shift priorities and meet deadlines.
• Excellent verbal and written communications skills to communicate with hourly workforce, business leaders, customers, and business technical organization.
• Excellent judgment and problem analysis skills are required as well as tolerance for stress.
• Ability to understand and troubleshoot chemical processes
• Highly motivated team player able to work at a fast pace
• Previous supervisory experience is highly preferred
• A working knowledge of HSE regulations; Occupational Safety& Health, Process Safety Management; Environmental Regulations (particularly RCRA), Emergency Response and other relevant requirements.
Education and area of focus
 BA Engineering degree (Chem/Mech) required.

• Strong initiative and able to work with very little oversight.
• Self-motivated, capable decision-maker that is able to effectively influence others
• Good knowledge of PC applications (including Microsoft Office suite; and SAP) accounting systems and the ability to learn new system processes, preferably SAP experience.
Physical Demands/Working Conditions
• Capable of working in all operational, maintenance and/or utility areas of a chemical manufacturing facility
