The Improvement / Reliability Engineer role leads the plant level improvement process by evaluating existing improvement opportunities, analyzing data and business trends to discover new project/process opportunities, implementing those projects to realize the gains to the benefit of the organization, and effectively managing contractors and related activities for the construction phase of such projects.  This includes overall management and execution of the site capital project plan (CapEx). This role also acts as a technical resource for the site Mechanical Integrity program. Emphasis will focus on ensuring the reliability of mechanical rotating and fixed equipment. This position will also be responsible for solving equipment issues and utilizing preventive and predictive methods to prevent equipment failures. This role also backs up the site Production/Automation Engineer to support Operations personnel, applying technical skills to optimize plant operations, resolve plant problems and enables production of low cost, quality products.  

KEY ACTIVITIES AND RESPONSIBILITIES 

Improvement Project Management / Scheduling (60%)
•    Be the owner of plant capital projects, projects budgets, project construction, and project records.  Maintain 3-5 year plan database for capital projects. Work with the ACR Capital Coordinator on maintaining the 5 year capital plan for the site.
•    Effective use of the AGATE process to manage capital projects.  Implement best practices identified by the ACR Capital Coordinator.
•    Provide engineering support in the design, operation, and maintenance of plant processes, equipment, facilities, and Mechanical Integrity initiative.  
•    Maintain and update all P&IDs, drawings, and flow diagrams. Conduct and/or participate in all MOC as required by this role.
•    Support plant operations to ensure effective implementation of business-supported projects as identified in the technology plan, while identifying technology gaps, improvement opportunities and potential liabilities of plant for future project planning.
•    Work with exterior entities (i.e. construction contractors, government agencies, Arkema corporate purchasing, and consultants) as needed for project work.
•    Develop and execute Operational Excellence Projects as part of the ACR BU initiative to drive fixed and variable cost reduction projects as well as improving yield, OAU, and reducing energy consumption (Arkenergy) projects.
Reliability / Mechanical Integrity (25%)
•    Ensure that the developed MI procedures, processes, systems and practices provide continued integrity of the business unit facilities for their required operational life
•    Provide input to Risk Management Plan that will anticipate reliability related, and non-reliability- related risks that could adversely affect plant operation.
•    Disciplined expert in respect to MI requirements including day to day production operations, inspection, testing and remediation techniques, technology identification, best practices sharing, failure and root cause analysis
•    Provide troubleshooting and analytical problem solving of critical or repetitive problems, including data analysis such as reliability modeling, RCI, Six Sigma, etc. Leads all RCI and Corrective & Preventative Action development activities associated with facility Mechanical Integrity related failures.
•    Support production operators and engineers, maintenance mechanics as a plant technical resource.  
•    Communicate technical information and issues to plant personnel and technology centers.
•    Maintain state certification of ASME pressure vessels through regularly scheduled inspections.
•    Spare parts identification and management following VIS methodology (Vital, Important, and Secondary). 
•    Process Safety Management: Have a working knowledge of the standard and assist in resolving issues identified in internal and external audits. Lead or participate in Process Hazard Analyses, Process Safety Startup Reviews, and participate as requested in Incident Investigations.
Plant Support (10%)
•    Understands all applicable process technology, equipment, unit operations, and control technology. Works with Technical Advising, Production / Automation Engineer, Process Research, and plant personnel to optimize operations and meet Business and Plant goals for HES, production, cost, and quality.
•    Supports daily activities and production requirements, helping ensure goals and commitments are achieved safely and within budget.
•    Provide support to plant operations and production concerning equipment failures, bottleneck issues and periodic troubleshooting of systems.
•    Monitor, report, and provide input to daily production, shipping activities, product quality and direct adjustments to production and shipping plans as appropriate. Ensure continuous evaluation and implementation of improvements.
•    Serve as a backup to the plant Production/Automation Engineer.
Business Unit Support (5-10%)
Incumbent to be leveraged at times and in varying degrees to support other plants within the Coating Solutions Platform from a Mechanical Integrity perspective. This support activity level will be expected to increase based on incumbent’s learning curve, as well as the activity level at the St. Charles site.

•    High profile / key position within the plant, which works closely with every department.
•    Has direct daily involvement with most of the activities in the facility.

•    Comply with all standard procedures and work instructions, aka SP, SOP, PWI, TM, to ensure productivity, quality assurance and cost effectiveness.
•    Review their work areas for potential losses and Report hazards to the direct supervisor. 
•    Report Near Misses to the direct supervisor.
•    Report Incidents or Accidents to the direct supervisor.
•    Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
•    Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents

ACCOUNTABILITIES
The Improvement / Reliability Engineer assures plant level improvements align with the Plant Specific Technology Plan, thereby closing local performance gaps and increasing Asset Utilization (AU). The Improvement / Reliability Engineer provides plant level improvement project support, which may include fulfilling roles in the global project execution work process.
The Improvement / Reliability Engineer requires both technical knowledge and judgment to identify, analyze, and implement solutions. Must have the ability to appropriately enlist expertise through teams, support groups, and Technology Skill Centers to enhance problem solving.

The Improvement / Reliability Engineer is the primary point of contact to and for project-based contractors, and is responsible for oversight management of construction activities to ensure a safe, effective completion of projects.
The Improvement / Reliability Engineer drives the minimization of equipment breakdowns by determining fault modes and initiating positive change to productivity (OAU) and equipment cost of ownership.
This role owner will also be leveraged to support the Arkema Coating Resins Platform from a Mechanical Reliability perspective. The level of Business Unit Support will increase over time as the incumbent increases role knowledge and proficiency, and the activity level at St. Charles Operations allows. Potentially leveraged to 50% in the future. 

QUALIFICATIONS / EXPERIENCE REQUIRED
•    Bachelor’s degree in Chemical Engineering, Mechanical, Biochemical or equivalent (Mechanical preferred) with 5+ years of experience include minimum of 2 years of experience leading/managing projects in a manufacturing environment; chemical batch processing experience is preferred.
•    Working knowledge with API engineering standards. ASME pressure vessel inspection certification preferred.
•    Experience with chemical processing equipment (fixed and rotating).
•    Certification and training in root cause analysis and other reliability related skills.
•    Six Sigma certification is a plus, experience preferred.
•    DCS and batch manager experience preferred
•    Familiarity using IP-21 or similar data historian preferred
•    Process Safety Experience preferred (PHA, LOPA, Safety Instrumented Systems)
•    Experience with HES Performance & Compliance, PSM, RMP
•    Strong communication skills (both written and verbal)
•    Strong Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) is required
