Job Title: Technical Manager

Situation in organization

The Technical Manager reports directly to the Clear Lake Plant Manager and contributes to global initiatives through a dotted line reporting relationship to the Global Process & Technology Manager of the Acrylic Monomers Business Unit as necessary.  Directly manages a Technical Department of 6 people. Including three Process Engineers, two Process Control Technicians, and a Process Safety Engineer.

Job dimensions

The Technical Manager provides technical support and direction for the Clear Lake and Bayport Acrylic Acid plants.  Responsible for ensuring that the site completes PHA’s on time, are of high quality, and have actions addressed in a timely manner.  In concert with the Operations Manager, lead the ArkEnergy initiative for the Acrylic Monomers Business unit in North America and act as the management representative responsible for maintaining the ISO50001 certification for the Clear Lake site.  This position is also responsible for driving the variable cost (MUV) improvement project portfolio, overseeing the Optim’O program, and managing the portfolio of projects in Quimeo for the Clear Lake site.

Key Activities and responsibilities

The following are the key activities and responsibilities of the Technical Manager role:

  • [10%] Maintain HSEQ compliance as the top priority.
    • Ensure that the site reports all incidents and performs/documents investigations with corrective actions implemented.
    • Serve on plant Emergency Response Team in the role of Emergency Director.
    • Ensure that all Technical Department members follow HSEQ training, policies and procedures.
    • Demonstrate commitment to all loss control matters through high visibility and actions.
  • [20%] Provide process development and technical support to the Clear Lake site.
    • Obtain and coordinate specialty technical resources from King of Prussia or Europe to support manufacturing activities.
    • Communicate technical team activities to business and technology management stakeholders (through quarterly project updates, presentations at manufacturing reviews, monthly reports).
    • Perform benchmarking studies and technical evaluation of business opportunities on as needed basis.
    • Serve as team member and gatekeeper for projects evaluated using Arkema GATE process.
    • Participate in development of the Acrylic Monomers Americas Business strategy and innovation process
  • [25%] Support continuous cost and reliability improvement in the plant.
    • Prepare and manage the plant asset utilization (technical department) cost center budget.
    • Provide technical support as needed to maximize productivity of the Clear Lake operating units.
    • Interact with R&D group in France to ensure BU priorities align with the plant’s needs.
    • Support development and implementation of on-time/on-budget capital projects.
  • [25%] Help drive implementation of Smart at Clear Lake.
    • Serve on the plant’s Smart Steering Team to define and update the Smart implementation road map, and to lead the site in building a Smart culture.
    • Support the efforts of natural work teams (NWTs) in developing daily visual KPIs and conducting daily meetings.
    • Coach employees and leaders to ensure they effectively implement Smart concepts across the plant.
  •  [15%] With support of the Operations Manager, lead and develop the Technical Department to a high level of performance.
    • Lead the members of the Technical Department to ensure the safe and efficient operations of the process units.
    • Serve as a coach and mentor to all Technical personnel.
    • Motivate workforce through visibility and direct contact to ensure maximum safety and productivity.
    • Counsel on performance as appropriate.
    • Identify skills development and training needs to maintain highly competent employees.

    • Perform other duties as assigned.

Context and environment

The Technical Manager…

  • Has minimal (<5%) travel obligations – both domestic and international.
  • Supports the site HES policy and complies with all regulatory and internal requirements.
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.).
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.
  • Understands and supports the Clear Lake Facility Acrylic Monomers HSE2Q Commitment.

Required Education/Qualifications /Work experience

  • Bachelor’s degree in Chemical or Mechanical Engineering.
  •  8-10 years of engineering experience with prior experience in chemical plant environment.
  • Previous leadership/management experience of technical professionals.
