Capital Project Manager

SITUATION IN ORGANIZATION

This position is in the Reliability Department and reports directly to the Maintenance & Reliability Manager.

JOB DIMENSIONS

The Capital Project Manager will interface with the appropriate Arkema and contractor resources at the Clear Lake site to manage capital projects including turnaround activities in a safe, responsible, and environmentally sound manner, which is in compliance with all regulatory requirements.  Direct reports include; Project Engineer, Turnaround Manager, Cost Control Specialist, and Scheduler

KEY ACTIVITIES AND RESPONSIBILITIES

Major responsibilities for the Capital Project Manager include but are not limited to the following:

  • Manage activities of all project team members and groups. (10%)
  • Manage all turnaround ($2-5M, 30+ headcount) and catalyst exchange ($5-8M, 50+ headcount) activities and provide long-term strategy plans to align with OAU and capital targets (15%)
  • Manage the Plant’s capital budget, developing and maintain 5-year capital plan (10%)
  • Leadership accountability for all plant capital project activity 30-50 projects with an annual spending of $18-25MM. (60%)
  • Manage and report on the progress of all projects and their respective activities including significant milestones and conditions, which affect cost and/or schedule.
  • Provide plant with authoritative source of knowledge and leadership for capital projects.
  • Ensure the technical integrity of capital projects, including compliance with the project scope, job specification, accepted good engineering design, and meeting client requirements.
  • Ensures projects are constructed according to specifications, budget, and schedule.
  • Oversee bid packages and cost estimates for projects.
  • Facilitates risk mitigation and resolution of highly complex issues. Anticipate project pitfalls, establish contingency plans, communicate alternative options

Other Duties as Assigned: (5%)

  • Manages engineering contractors as projects require.
  • For project related equipment, ensures that all engineering documentation is accurate and up to date.
  •  Update equipment records and maintain accurate SAP Bill of Materials.
  •  Maintain equipment records and update drawings as necessary.
  •  HSEQ responsibilities include but are not restricted to the following:
  •  Ensure capital projects are designed and installed in compliance with all applicable Codes and             Standards.
  •  Perform Management of Change (MOC) for capital projects.
  •  Compliance to Clear Lake Plant Leadership Expectations.

CONTEXT AND ENVIRONMENT

  • This position is located at the Clear Lake site with less than 5% travel
  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE

  •  B.S. degree in Engineering from an ABET accredited university.
  • Minimum of 10 years of project engineering/project management experience.
  • Demonstrated knowledge and understanding of unit operations and familiarity with all major                 engineering disciplines.
  • Developed skills in technical writing, oral communication, cost estimation, preparation of         drawings, project planning, supervision of personnel, and computers (spreadsheets, word processing, CAD)
  • Familiar with a stage gate project process to manage capital project activities.
  • Experience in managing contractor relationships.
  • Obility to influence without formal authority.
  • Knowledge of Microsoft Office, Lotus Notes, and SAP.
