JOB SUMMARY

The Environmental Engineer reports directly to the Clear Lake Environmental Leader and provides day-to-day environmental support for plant operations. The position requires direct interaction with other company and contract employees to exchange information and ideas directly related to the success of the plant and Acrylics business unit.  The position has no direct reports. 

The Environmental Engineer provides day-to-day environmental support to all plant personnel to ensure environmental compliance with waste regulations and RCRA permit.  The Clear Lake Plant operates continuously (24/7) and has an annual Acrylic Acid production capability of 270 kT.  Finished products are Glacial Acrylic Acid, Butyl Acrylate and Methyl Acrylate.

 

ESSENTIAL DUTIES & RESPONSIBILITES

The following are the key activities and responsibilities of the Environmental Engineer role:

 

ENVIRONMENTAL - 100%

  • Oversee cradle to grave management of solid wastes generated at site through proper disposal.  Make necessary equipment arrangements in concert with operating units; assure proper labeling, manifesting and disposal.
  • Site compliance expert on all DOT-related activities.  Maintain proper certifications for DOT and RCRA  hazardous waste shipper.
  • Program owner for Hazardous Wastes, ensure all less than 90 day areas and Satellite Accumulation Areas are in compliance and audited.
  • Respond to environmental regulatory inquiries from environmental government agencies.
  • Perform / coordinate the environmental monitoring, data collection, analyzing and reporting for

plant to government agencies (i.e., annual waste reporting, bi-annual state and EPA report, HON, Title V, Tier 2 reporting).

  • Serve as an Environmental reviewer for Management of Change (MOC) Reviews and highlight actions needed to ensure environmental compliance.
  • Assist in ensuring environmental compliance in the plant.  Audit waste areas daily and provide timely feedback on any non-compliance conditions so they are promptly addressed.  Record audit findings and report.
  • Review and approve the monthly Hazardous Waste Fee Submittal and LTO Burn Rate Report.
  • Generate and manage routine environmental reports associated with SPCC, SWPPP, RCRA Contingency Plan, Annual Waste Summary, Waste REED Reporting.

Assist in setting the housekeeping standard for the plant.  Audit work areas weekly and provide timely feedback on any non-compliance conditions (drum storage, totes, labelling, spills, etc.) address corrections.  Recorded audit findings and report.

  • Maintain Opacity Certification.  Performs quarterly opacity readings.
  • Performs other duties as assigned.

 

The Environmental Specialist…

  • Has minimal (<5%) travel obligations – both domestic and international.
  • Supports the site HES policy and complies with all regulatory and internal requirements.
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.).
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident, or injury incidents.
  • Understands and supports the Clear Lake Facility Acrylic Monomers HSE2Q Commitment.

Minimum Qualifications and Education Required

Min Years of Experience

  • Minimum of 5 Years of plant experience with understanding of environmental solid waste regulations, RCRA permitting, DOT rules and hands-on experience in environmental compliance activities in a chemical plant.  
  • 5+ years of hands-on environmental waste program, waste shipping experience.

 

Education and area of focus

 

Bachelor’s degree in Environmental Science, Environmental Engineering or similar degree strongly preferred.

Certifications/Trainings:

 

Competencies -Knowledge Skills & Abilities (KSAs)

  • Must have excellent verbal and written communication skills and the ability to effectively interface with and manage contract service providers. Must be comfortable and proficient with computers and computer systems.
  • Proven ability to work effectively in a team, on a project, etc.
  • Good verbal and written communications skills to communicate effectively with the hourly workforce, the plant day staff, contract employees, and other plant and company leaders.
  • Ability to prioritize work and meet deadlines.
  • Solid judgment and problem analysis skills are required.
  • Experience with developing or implementing health and safety systems & policies.
  • Highly motivated team player able to work at a fast pace.
