SITUATION IN ORGANIZATION

This position reports directly to the HSE Site Manager of the Coating Solutions Platform (CSP) Chester, SC manufacturing facility.

 

JOB DIMENSIONS

 Working with the HSE Site Manager and in coordination with the Coating Solutions Platform HSE Team, maintain and improve Health, Environment and Safety programs and systems at the CSP Chester, SC location in accordance with all internal Arkema, CSP and regional and federal standards and regulations. Coordinate external communication for the stakeholders, including suppliers, customers, and other agencies as necessary during immediate response and more routine event or program scenarios. Coordinate training programs for all onsite associates and participate in internal audit activities as part of continuous improvement initiatives.

 

KEY ACTIVITIES AND RESPONSIBILITIES:

 

(55%)  SAFETY

  • Participate in and/or lead the development and implementation of all Occupational Safety & Health programs including Hazard Recognition elements such as Behavior Based Safety (BBS), Task Hazards Analysis (THA) and Safe Work Permitting.
  • Lead or participate in onsite Safety Committee events, meetings and initiatives
  • Ensure all facility operations remain in compliance with all local, state and federal regulations related to Safety & Health
  • Participate and support CSP Regional HSE activities at other Americas locations as requested.
  • Coordinate onsite internal audit programs such as Planned General Inspections and periodic Safe Work Permit reviews.
  • Lead or Participate in most Root Cause Investigations related to non-routine HSE events at the site
  • Coordinate and participate as Incident Command in plant quarterly HAZWOPER team DECON, Spill Response, Victim Rescue, and Confined Space scenarios.
  • Participate in Process Safety review programs such as Process Hazards Analyses (PHA) efforts.
  • Develop and implement onsite programs which drive full compliance with established site and task specific Personal Protective Equipment requirements including availability of PPE inventory
  • Oversee new employee, contractor and visitor safety training and maintain required records.
  • Help strategize, develop and drive improvements toward an onsite Safety Culture where recognizing hazards and immediate and transparent reporting of onsite risk and dangers remains an expectation and condition of employment.
  • Ensure site inventory of PPE and Safety Data Sheets remains current and accessible to all associates.
  • Provide safety and labeling advice for dangerous good transportation
  • Assist facility security officer in executing policies to protect business' employees and physical property. Interface with Plant security staff daily, and maintain security records and logs
  • Coordinate and validate an efficient Safety Work Permit program in the production areas.
  • Provide necessary Contractor management and oversight as needed
  • Schedule and participate in Annual Emergency Response & Evacuation Drills.  Serve as Crisis Management Cell Member
  • Prepare and present Bi-Annual Site Review to plant management and corporate business unit manager.
  • Ship chemical samples per plant procedures and regulatory requirements as required.
  • Conduct safety briefings, environmental and safety training classes and professional development classes

 

(20%)  INDUSTRIAL HYGIENE

  • Coordinate, manage, and implement the industrial hygiene monitoring (Light survey, Noise survey, Respiratory Fit Testing, Ventilation Hoods, Individual Air Parameters)
  • Work with CSP Regional Resources to ensure all required Chemical Exposure monitoring of onsite associates is complete.
  • Ensure compliance with all monitoring instrumentation requirements including annual calibration procedures
  • Prepare health and safety procedure presentations for employee meetings.

 

(20%)  ENVIRONMENTAL MANAGEMENT (Water & Waste Systems)

  • Assist with development and submittal of Quarterly Agency Reports and Submittals
  • Coordinate the site’s offsite Hazardous and Non-Haz Waste Disposal programs including storage and third-party handling/transportation logistics.
  • Coordinate the onsite Recycling Reporting program including any and all agency submittals
  • Gather data and develop Discharge Monitoring Reports for review with site HSE Team and later agency submittal
  • Ensure all onsite Flume equipment and instrumentation is properly maintained and working properly
  • Work with Operations Teams to ensure all SC Permit Requirements are continually maintained
  • Obtain and maintain certification as South Carolina Department of Health and Environmental Control (SCDHEC) ‘Operator in Charge’ for the Chester site.

 

(5%)  FIRE PROTECTION PROGRAM

  • Ensure quarterly, annual and five year inspections are completed on-time and corrective actions are resolved efficiently.
  • Ownership and Responsibility for functionality, testing and training on various Fire Protection equipment including Foam Systems, Fire Extinguishers, Fire Pumps, Fixed System, Peroxide Cooler equipment and related alarm systems

 

CONTEXT AND ENVIRONMENT:

  • Maintain a high level of expertise in operational disciplines and equipment associated with Chemical Manufacturing
  • Retain knowledge of basic chemistry and chemical hazards and apply this knowledge in daily work activities.
  • Make independent judgments concerning assigned tasks, considering safety and environmental concerns
  • Supports the site HES policy and complies with all regulatory and internal requirements.
  • Participates in HES activities provided by site management and Arkema Inc. and CSP.
  • Travel as requested

 

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE

  • 5  years’ experience in a chemical manufacturing environment with a minimum of 2 years’ HSE experience.
  • Associate’s Degree in a field of study related to Occupational Safety & Health or equivalent (BS Degree Highly Preferred).  Degree may offset experience requirements. 
  • Excellent written and verbal communication skills
  • Familiarity with common software platforms and data management systems (including Excel and Powerpoint)
  • Experiencin working with ISO / OHSAS management programs.
  • Maintain training required to ship hazardous and dangerous goods internationally and domestically.

  • Ability to assimilate new information and apply it to unfamiliar situations in the future.
  • Ability to improve safety, organization and house-keeping with minimal direction
