SITUATION IN ORGANIZATION

 

Reports directly to the Plant Manager

 

JOB DIMENSIONS

 

To lead / support initiatives and provide technical HES expertise, such as:

  • Working with the state and Arkema’s HES groups on new or changing regulations,
  • Determine HES regulatory applicability for new equipment, projects or other changes on site,
  • Maintaining programs supporting environmental compliance,
  • Sustainability improvement projects,
  • Emission reductions efforts, and process safety initiatives. 

 

KEY ACTIVITIES AND RESPONSIBILITIES

ENVIRONMENTAL COMPLIANCE (40%)

  • Responsible for maintaining compliance with environmental regulations, including permit applications and working with state regulators. Including but not limited to Air, TRI, Tier II, RCRA, Stormwater, Wastewater, PSM, and other internal requirements.
  • Maintain an effectiveness of the EHS management systems (Air, Water, RCRA, Other), including stay abreast of current local, state, and federal regulations that could affect the plant and monitoring control measures. This includes working with managers, supervisors and operators to simplify compliance activities, review open action items & compliance activities and close gaps in our routine management systems.
  • Provide site training to support environmental compliance, including in person training, coordinating contractors or creating computer-based training (CBT) modules.
  • Foster a productive working relationship with state and federal regulators during inspections, while modifying permits or determining compliance activities.  Serves as the focal point for agency and corporate stakeholders.
  • Timely and accurate preparation and submission of compliance reports/notices to internal and regulatory entities such as VADEQ and EPA. Communicate compliance to internal stakeholders (compliance reports are submitted to the government to show compliance with a particular regulation.  There are different compliance reports for different regulations.).
  • Conduct routine compliance inspections/ assessments and work with site resources to identify, communicate and close gaps.
  • Serve as the site’s environmental approver for MOCs and capital projects. This includes reviewing projects in the site’s MOC tool (Atlas), comparing the project to applicable HES regulations, updating emission calculations and providing guidance on changes that are needed to maintain compliance or reduce emissions.   

CAPITAL PROJECTS (25%)

  • Lead Capital Projects to improve environmental compliance, reducing emissions and meet sustainability goals.  Candidate would scope projects that improve or support environmental compliance or reduce emissions. This would include working with operations, maintenance and contractors to develop and implement a project plan.
  • Support the facilities management of change processes through technical expertise

SAFETY (25%)

  • Lead safety compliance and managing loss control programs.
  • Lead process Safety compliance, serve as primary contact for PSM process and if necessary RMP.  Utilize company resources to assist maintaining PSM program. 
  • Serve as Assistant Site Security Officer (Homeland Security), this includes working with Arkema security to maintain compliance with DHS regulations and
  • Serve as the alternate Emergency Commander, providing leadership and guidance in emergency situations in the event the primary Emergency Commander is unavailable.

OPERATIONAL EXCELLENCE AND OTHER HES ACTIVITIES (10%)

  • Assist in investigations, using tools such as 5-why, cause-map, or other investigative tools
  • Serve as a key lead in audits and other regulatory compliance.
  • Understand the production process to effectively lead environmental investigations    
  • With other EHS staff, lead corporate EHS initiatives.

 

CONTEXT AND ENVIRONMENT

  • Supports the site EHS policy and complies with all regulatory and internal requirements.
  • Participates in EHS activities provided by site management and Arkema Inc. (e.g., Behavioral Based Safety, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.
  • Manufacturing environment with chemical, physical, ergonomic, and electrical hazards.  Work includes a variety of physical and biological conditions including, but not limited to, proximity to moving mechanical parts and powered industrial trucks, working with sharp tools, and exposure to slip hazards and wet areas. 
  • Work will be a mixture of office work and work in the facility.
  • Worker is subject to atmospheric conditions, including, but not limited to, exposure to dust, chemicals, and odors.
  • Works with or around hazardous substances.
  • Work will require use of protective clothing and equipment, which may include, but not be limited to, eye protection, head protection, respiratory protection, and foot protection. 
  • Scheduled hours may vary in shifts and length.
  • Minimal required travel (< 10%)

 

REQUIRED EDUCATION / QUALIFICATIONS / WORK EXPERIENCE

  • Bachelor of Science in Chemical, Environmental Engineering, or equivalent sciences
  • One to three years’ experience manufacturing experience with understanding of environmental and safety processes and hands-on experience in environmental and safety compliance activities
  • Excellent verbal and written communications skills; project management skills; organizational skills
  • Proficient in use of Microsoft office applications; SAP experience strongly preferred.

Preferred:

  • One to three years of experience in environmental regulations (40 CFR)
  • Process Safety/ Risk Management experience
  • Professional Certifications (i.e. CSP, CHMM, CIH, or CPEA)
  • Leadership experience – influencing leaders in and outside the plant, getting buy-in on changing compliance, environmental and safety expectations
  • Familiarity with investigation concepts/ tools such as: Failure Mode Effect Analysis (FMEA), Root Cause Analysis, Data/Statistical Analysis, and Corrective & Preventive Actions
