Situation in Organization

THE HES Specialist reports to the Health, Environment and Safety (HES) Manager within the HES Department.  Works closely with the site BBS Facilitator to accomplish BBS goals and training.  Peers include other safety and environmental specialists at other sites and Corporate.

 

Job Dimensions

Responsible for implementing, coordinating, and maintaining the Birdsboro plant health, safety, and environmental programs and activities to ensure compliance with all Local, State, and Federal laws and regulations and corporate standards.  Participates in other plant activities as needed to improve performance in areas of safety, environmental, reliability, process incident elimination, cost control, and related areas.

 

Key Activities and Responsibilities

 

Health and Safety (60%)

  • Assist with the implementation, coordination, and maintenance of the plant safety and loss control programs and activities within the HES Department to ensure compliance with applicable local, state, and federal regulations, as well as Corporate safety standards. 
  • Provide day-to-day support for activities such as issuing safe work permits, assessing safety hazards, auditing to ensure working conditions of the plant are safe and healthy, etc.
  • Keep current with constantly changing laws and regulations and provide guidance to the plant in the interpretation of the requirements and develop programs to meet the regulations. 
  • Assist with company physicals and maintain associated paperwork.
  • Provide guidance to the site BBS Facilitator.  Actively participate in BBS program through practice and encouragement and other associated activities.
  • Develop and conduct safety training (hands-on, CBT, classroom, etc.) for new employees, as well as employee refresher training and contractor training as needed. 
  • Maintain plant safety procedures and update as necessary.
  • Act as the liaison/champion for the development and implementation of safety improvement (capital) projects and provide safety assistance for plant engineering projects.
  • Conduct and participate in incident investigations as needed.
  • Act as a resource for Plant Safety Committee and lead/assist safety related problem solving teams as needed. 
  • Assist in the coordination of the plant emergency response programs, evacuations, services, and equipment. 
  • Maintain emergency equipment and ensure required inspections are conducted. 
  • Responsible for the Health Management and Injury Reporting System (IMPACT Enterprise). 
  • Assist in the maintenance and development of the plant industrial hygiene program to meet corporate and governmental standards, policies, and procedures. Review new, existing, or modified plant processes which may include methods of processing, chemical handling, equipment, and devices to insure safety, hearing protection, eye protection, and employee measurement of exposure to different processes.  Conduct safety and health analysis for exposure to trauma, noise, chemical, and ergonomic risks.
  • Ensure that accurate compliance and audit reports are submitted in a timely manner to all applicable agencies and Corporate HES.
  • Conduct internal audits to ensure compliance with all Local, State, and Federal laws, permits, and regulations, as well as Corporate and Plant standards and procedures.
  • Acts as site CARES administrator.

 

Environmental (40%)

  • Perform Environmental tasks such as PPC and Waste Management inspections and over-sight of waste shipments.
  • Conduct weekly, monthly, and periodic environmental waste/PPC inspections.
  • Prepare and submit Storm water reports. Ensure all sampling and inspections are completed in a timely manner
  • Conduct quarterly wastewater sampling and submit associated reporting. HES Specialist will be the liaison with the treatment facility (currently owned by American Water).
  • Complete and submit reporting for drinking water, wastewater, TIER II, and REED in a timely manner.
  • Review and submit all applicable ENV. permits to the correct agency/department within the permit renewal guidelines, making any necessary modifications.
  • Complete all EOY waste reports needed such as (26R, 25R, biennial waste report) as needed for each year.

 

Context and Environment

The incumbent works with the HES Manager, environmental and safety engineers, project engineers, and process supervisors/managers/engineers to develop and apply health, safety, and environmental programs and reports, and with all plant employees to provide training and guidance needed as a result of these requirements.  Externally, the incumbent works with the PA Dept. for Environmental Protection, Occupational Safety and Health Agency, various engineering and safety. The incumbent must comply with the applicable regulatory requirements of OSHA 29CFR, DOT 49CFR, and EPA 40CFR.

 

Required Education/Qualifications /Work Experience

  • This position requires a minimum of a B.S. degree in Occupational Safety and Health, or other related technical field. Associate degree or relevant certifications may be considered with demonstrated knowledge and years of service taken into account. 
  • 1 – 3 years experience in the day-to-day involvement in HES activities in a plant environment is required
  • Must be proficient at technical writing
  • The ability to read and develop a broad understanding of safety regulations is required.
  • Proficiency with standard PC applications (i.e. Microsoft Word, Excel and PowerPoint) is required.
  • Basic knowledge of state and federal health, safety, and environmental regulations required, with a demonstrated desire to become proficient in all reporting requirements.
